Mexico City Prohibits Bullfighting Cruelty to Safeguard Animals; Site of the Globe’s Biggest Bullring

Although bullfighting originated in Spain, its most significant market outside the country is Mexico. It not only boasts the highest number of bullrings globally but also houses the largest one—La Monumental Plaza de Toros México in Mexico City. Nevertheless, through the years, animal rights advocates have raised alarms regarding this event, which involves confronting, overpowering, and ultimately killing a bull. In a significant decision, Mexico City prohibited violent practices in bullfighting as of 2025, ensuring the protection of these creatures.

The changes were enacted by the Mexico City Congress, which amended various sections of the Animal Protection and Welfare Act along with the Act on Public Shows. Effective from March 2025, although bullfighting can continue, there are now several modifications aimed at ensuring the welfare of the animals, the matador, and the spectators.

Practices that may lead to the animal’s death or harm are banned, including the use of sharp instruments or swords. Performances are limited to 15 minutes per animal, with no more than six bulls permitted per event. Following this, the bull must be returned to its owner or farm. Furthermore, protective gear must be used on horns to avert injuries to all individuals involved. Noncompliance by organizers could result in fines ranging from 226,280 pesos ($12,584) to 339,420 pesos ($18,876) for each injured or deceased animal.

“Mexico City is the most committed state to animal welfare, and our legislation must embody that dedication. We cannot continue to support cruelty as entertainment or rationalize violence under the pretext of tradition,” remarked Clara Brugada, Mayor of Mexico City. “The aim is not to abolish bullfighting but to reform it. We can set a global standard for a model of bullfighting free from violence. It is time to progress and move forward, always advocating for everyone’s rights.”
